A man was holding a replica handgun when police officers fatally shot him in northwest Dallas on Saturday after witnesses reported someone trying to break into an apartment, police said Tuesday.
Two officers shot and killed 26-year-old Domingo Pop Pan after he pulled the fake weapon — which they believed to be real — from his waistband, said Dallas police Chief Eddie García during at a news conference. Police showed body camera footage from the officers and played a 911 recording during the meeting.
Pan was slain following morning memorial services for Officer Darron Burks, who García has said was “executed” the night of Aug. 29 while sitting in his patrol vehicle in southeast Oak Cliff within seconds of a gunman approaching.
“This is not the outcome that my men and women want, and you can’t fake that,” García said of Saturday’s shooting. “It’s tough on them. Whether they went to the services or not that morning, that was definitely a rough day.”
Officers responded about 8:15 p.m. on Sept. 7 to a 911 call about a man who was said to be holding a handgun and trying to break into a second-floor apartment in the 3100 block of Norwalk Avenue, near Timberline Drive.
Witnesses from a neighboring apartment saw the person knocking on a door and trying to open it before climbing onto the balcony and trying to open the sliding door, García said. Returning to the front of the apartment, the man started banging on the door with what was believed to be a handgun, police said.

Callers to 911 described the man, with one saying they believed he was “under the influence, too, because he was having trouble going up the stairs.”
Just before 8:30 p.m., the two officers, Muhammad Rizvi and Cory Adams, arrived and saw a man who matched the suspect’s description and was standing on the second-floor balcony. Body camera video captured shows the officers asking people in Spanish if they had seen anyone with a gun.
“Hey! Show me your hands. Put your hands up,” an officer says. “Manos!” one yells, before screaming “No!” The footage showed by police zooms in on the man pulling what police said looked like a gun from his waistband.
Officers are seen firing at the man, who falls to the floor. Police said he was struck multiple times.
“Watch his hands,” an officer says. “I got the gun right here.”
“Damn it, dude,” the other officer says.
The officers are heard asking people inside the apartment if they’re OK. Officers started first aid and Dallas Fire-Rescue responded, pronouncing the man dead at the scene, García said. The weapon, which appeared to be a black handgun, was later determined to be a replica.
“This is not a second-guessing in the least bit, like on our part,” García said. With the call that came in, how the suspect acted and what he showed, the officers believed the firearm to be real, he said. No officers or witnesses were injured during the shooting.
A Dallas police investigation is ongoing, with the Dallas County district attorney’s office conducting a separate inquiry.
